Polygons intersecting the department of Charente and bringing together the municipalities belonging to a river syndicate competent in the development of non-domanial watercourses (referral: BD TOPO). Municipalities transfer their powers to the establishment they create. The transfer of competences to a sustainable inter-community may take the form of associative cooperation (trade unions and other groupings) or project cooperation (public institutions of inter-municipal cooperation with own taxation (EPCI). An EPCI may exercise only those powers which have been explicitly transferred to it either by law or by its member municipalities.
