Municipalities transfer their powers to the establishment they create.
The transfer of competences to a sustainable inter-community may take the form of associative cooperation (trade unions and other groupings) or project cooperation (public institutions of inter-municipal cooperation with own taxation (EPCI).
An EPCI may exercise only those powers which have been explicitly transferred to it either by law or by its member municipalities.
