此数据集基于全国城市空气质量实时发布平台上的六项常规空气污染物,即PM2.5, PM10, CO, O3_8h, SO2, NO2的小时浓度数值,结合最新空气质量标准(GB 3095-2012)作为污染物超标判定依据,经过计算得出城市日均值超标率,而区县日均值超标率则来源于区县空气质量数值在各区县的密集监测网络或高精度空间插值模型估算值。 城市数据使用的对象: 1、城市政府与管理层:用于评估本市空气质量整体状况和年度目标完成情况; 2、省级生态环境部门:对所辖城市进行横向比较、督导和考核; 3、大型企业集团与投资机构:评估投资或业务布局所在城市的整体环境风险。 城市数据所能解决的主要问题: 1、城市空气质量排名与考核:为“城市空气质量排名”工作提供核心数据支撑,落实地方政府责任。 2、宏观政策效果评估:评估如“打赢蓝天保卫战”等宏观政策在城市层面的实施效果。 3、公众健康信息服务:向公众发布城市整体的空气质量水平,引导健康出行。 区县数据使用的对象: 1、区县级政府与环保分局:用于明确本辖区内的污染治理重点区域。 2、市级环境规划部门:在全市范围内识别“热点区县”,实现治理资源的精准

This dataset is based on hourly concentration data of six conventional air pollutants, namely PM2.5, PM10, CO, O3_8h, SO2 and NO2, collected from the National Urban Air Quality Real-time Release Platform. Combined with the latest Ambient Air Quality Standard (GB 3095-2012) as the criteria for determining pollutant exceeding standards, the daily average exceeding standard rate of cities is calculated. The daily average exceeding standard rate of county-level districts is derived from the air quality data of county-level districts, which is estimated via dense monitoring networks in each district or high-precision spatial interpolation models. Target users of urban-level data: 1. Municipal governments and management teams: used to evaluate the overall air quality status of the city and the completion of annual air quality targets; 2. Provincial ecological environment departments: to conduct horizontal comparison, supervision and assessment of the cities under their jurisdiction; 3. Large enterprise groups and investment institutions: to assess the overall environmental risk of cities where their investments or business layouts are located. Key issues addressed by urban-level data: 1. Urban air quality ranking and assessment: providing core data support for the "urban air quality ranking" work, and implementing the responsibilities of local governments; 2. Macro policy effect assessment: assessing the implementation effects of macro policies such as the "Blue Sky Defense War" at the urban level; 3. Public health information service: releasing the overall urban air quality level to the public and guiding healthy travel. Target users of county-level district data: 1. County-level district governments and environmental protection branches: used to identify key pollution control areas within their jurisdiction; 2. Municipal environmental planning departments: to identify "hotspot county-level districts" across the city to achieve precise allocation of governance resources.
