FHWA state-by-state value engineering panel, FY1997–FY2022 (v1.1)

Panel dataset and analysis code built from the Federal Highway Administration's annual state-by-state value engineering summary tables (https://www.fhwa.dot.gov/ve/vereport.cfm), fiscal years 1997–2022 (FY2006 never published). Contents: the published tables stored verbatim; a parsed 1,340 unit-year panel with source URL per row and a 1,243 state-year analysis sample in 2022 US$ (deflated with FRED WPUIP2300001; GDPDEF supplied); parsing, analysis and table code (Python 3.11, pinned requirements, one-command runner); all reported estimates, tables and figures; a checksum verification showing the stored tables identical to the live pages; and a README documenting known anomalies in the source. v1.1 corrects a parsing error in v1.0 (never deposited), which omitted the FY2004 Federal Lands row; it also adds the robustness calculations to the pipeline and fixes script path handling.
