Forest Management and The Development of Non- Timber Forest Products (NTFPS): Government Policies and Programmes in India

Forests are essential ecosystems that provide essential goods and services, with Non-Timber ForestProducts (NTFPs) playing a pivotal role in ecological sustainability, rural livelihoods, and cultural resilience.Despite their significance, forest management policies in India have historically prioritized timber production,often marginalizing NTFP-based livelihoods and overlooking their economic and ecological potential. Thispaper examines the intersection of forest management and NTFP development, focusing on the role ofgovernment policies and programs in India. It assesses the ecological, economic, and socio-culturalimportance of NTFPs, analyzes existing policy frameworks, and identifies gaps in their implementation. The study highlights how supportive policies such as secure access rights, market facilitation, and community-based forest management which can enhance the sustainable utilization of NTFPs. By reviewing key policies like the National Forest Policy (1988), the Forest Rights Act (2006), and initiatives such as the National Bamboo Mission and Van Dhan Vikas Yojana. The paper evaluates their effectiveness in promoting NTFP-based livelihoods and conservation. It concludes that while progress has been made toward participatory and inclusive forest governance, challenges such as bureaucratic hurdles, weak monitoring, and limited marketaccess persist. Strengthening decentralization, institutional support, and the integration of local communitiesas equal stakeholders are essential for realizing the dual goals of ecological sustainability and inclusive ruraldevelopment.
