Rent management of Plaine Commune 2023

The ELAN law of 23 November 2018 offers the possibility to implement the rent framework. Given the tension observed for several years on the private rental market, the territory of Plaine Commune wanted this device to be tested in Aubervilliers, Épinay-sur-Seine, Île-Saint-Denis, La Courneuve, Pierrefitte-sur-Seine, Saint-Denis, Saint-Ouen-sur-Seine, Stains and Villetaneuse. A reference rent is fixed each year by the Prefect on the basis of rents recorded by the local rent observatory, which is itself approved by the Ministry. This reference rent depends on the location of the dwelling, its year of construction, the number of rooms and whether or not the accommodation is furnished. This scale shall apply from 1 June 2023.
