This monitoring is an extension and expansion of the second national sampling survey on people with disabilities, aimed at more timely, accurate, and comprehensive understanding of changes in the situation of people with disabilities, and providing more targeted information and basis for the adjustment and evaluation of relevant legislation, policies, planning, and business work. The main content of monitoring is determined based on the indicators of China's well-off index system for people with disabilities and the main indicators of the second national sampling survey of people with disabilities, including the survival, development, and environmental conditions of people with disabilities, as well as the situation and changes in their living, rehabilitation, education, employment, community services, accessible environment, legal services, and other aspects. This monitoring was conducted in 31 provinces, autonomous regions, and municipalities directly under the central government. Based on the sample framework of the Second National Sampling Survey of Persons with Disabilities, one survey community was selected from each of 734 county-level samples as a national monitoring sample unit to monitor the qualitative status of all persons with disabilities and their families in that community. The monitoring period is from April 1, 2006 to April 1, 2007. The 734 residential areas monitored this time should have monitored 23844 people with disabilities, but 22095 people were actually monitored and 1749 people were lost to follow-up.
