HUMAN RESOURCE MANAGEMENT IN THE ROAD INFRASTRUCTURE SYSTEM: THE IMPOSSIBILITY OF INNOVATION WITHOUT HUMAN CAPITAL

This paper examines the critical role of Human Resource Management (HRM) and human capital development within the road infrastructure sector. Modern transportation networks increasingly rely on intelligent transport systems (ITS), advanced materials, and digital construction technologies. However, empirical evidence demonstrates that technological innovations cannot be successfully implemented without highly skilled human capital. This study analyzes the structural correlation between investments in workforce training and the efficiency of road construction and maintenance. Utilizing a quantitative and qualitative methodological approach, the research evaluates performance indicators from global infrastructure projects. The results indicate that strategic HR interventions, continuous professional development, and knowledge-management frameworks reduce project delay risks by 22% and improve infrastructure durability metrics. The paper concludes with actionable recommendations for institutional frameworks to integrate comprehensive HR strategies into national road sector development plans.
