资源简介:

Kyrgyzstan, like the majority of post-Soviet countries, has faced significant challenges in reforming its health care system since independence in 1991. Conversion from the centrally planned to a decentralized and market-oriented system has required far-reaching policy reforms to contend with access, efficiency, and the quality of care. Health sector reform in Kyrgyzstan has been spurred by resolving budget limitations, improving delivery of care, and improving the health care infrastructure. One of the most significant milestones of the reforms has been the establishment of the Mandatory Health Insurance Fund, which would guarantee financing protection and health service access coverage. Decentralization efforts also sought to facilitate regional health policy and raise sensitivity to local determinants of health. The place of digital health technologies and greater promotion of public-private partnerships further characterized the modernization of the health care system. While substantial progress has been realized, Kyrgyzstan continues to face problems, including disproportionate access to health care in rural and urban areas, a shortage of well-trained physicians, and limited financial resources. This article analyzes the major trends of health care reform in Kyrgyzstan, assessing accomplishments and existing challenges to achieve a complete picture of the country's health policy environment
