服务对象：市、县（区）商务局及政府相关部门项目背景：强化县域商业体系建设，是推动乡村建设行动、培育完整内 需体系、提高人民生活品质、助力新型城镇化的重要举措。《中共中央国务院关于做好全面推进乡村振兴重点工作的意见》《关于加强县域商业体系建设促进农村消费意见》《县域商业建设指南》等文件以县乡村商业网络体系和农村物流配送“三点一线”为重点，以渠道下沉和农产品上行为主线，为县域商业网点设施、功能业态、市场主体、消费环境、安全水平的全面升级指明方向。商务部等9部门联合印发《县域商业三年行动计划（2023-2025年）》，明确提出“推广县域商业大数据应用，提高政府管理水平和治理效能”，并对县域商业示范县进行专项资金支持。产品功能：1）县域商业大数据治理；                2）固定资产管理、重点项目管理；                 3）县域商业建设类型自测评估工具；                4）支持数据填报。解决问题：1）提升县域商业统计效能和治理水平，实现全面数据监测与展示、智能分析与评估、实施项目进度追踪管理；                2）达到县域商业动态监测、直观反映县域商业建设成效、数字化管理水平提升的目的；             3）具备“管数据、管资金、管项目、管资产、提绩效”五大业务能力，辅助提高政府管理效能；4）提供基础版、定制版两种模式，满足省辖市、县域不同层次需求，满足领跑县、示范县、建设县不同类型需求。

Project Background: Strengthening the construction of county-level commercial systems is a crucial measure to promote rural revitalization actions, foster a complete domestic demand system, improve people’s living quality, and support new-type urbanization. Documents including the *Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting Key Work of Rural Revitalization*, *Opinions on Strengthening County-level Commercial System Construction and Promoting Rural Consumption*, and *County-level Commercial Construction Guide* focus on the county-township-village commercial network system and the "three points and one line" of rural logistics and distribution (i.e., county, township, village commercial outlets and logistics distribution routes), take channel sinking and agricultural product uplink as the main lines, and guide the comprehensive upgrading of county-level commercial outlet facilities, functional formats, market entities, consumption environment and safety standards. The Ministry of Commerce and eight other relevant departments jointly issued the *Three-Year Action Plan for County-level Commercial Development (2023-2025)*, which clearly proposes to "promote the application of county-level commercial big data to improve government management level and governance efficiency", and provide special fund support for county-level commercial demonstration counties.
