Crown Land Consolidated Transfers (CLCs) document the individual transactions regarding the transfer of a Conditional Purchase Leasehold tenure over Crown Land. These also include transfers and Discharges of Mortgages, as provisioned by Section IV of the Crown Lands Consolidation Act, 1913. From 1975-1978, the agency's Crown Lands Title Branch authorised Conditional Purchases, which are granted to leasehold land owners who are allocated parcels of Crown Land. The Transfers were registered on Crown Tenure cards for leaseholds, fulfilling the function of a register, until such time as these leasehold tenures were converted to the Torrens Title system. Using CLCs to transfer Conditional Purchases was practiced under both the Old and Torrens Title land transaction systems. As this process was largely supplementary to the land transaction systems used, the usage and format of CLCs was largely unchanged over the duration. These records were created to provide evidence of actions relating to the transfer of Conditional Purchases of leasehold Crown Land, as detailed by Section IV of the Crown Lands Consolidation Act 1913. The exchanges detailed by these records refer to Conditional Purchases registered under both the Old and Torrens Title land registration systems. However, it must be noted that the scope of this series is limited to the transfer of Conditional Purchases. Caveats imposed on leasehold land ownership, such as easements, covenants, mortgages, etc., are not referred to in this record series; instead, reference should be made to the original Old System or Torrens Title System register for full details. This series supports the activity of land ownership as provisioned by the Registration of Deeds Act 1825 Real Property Act 1900 and all associated registers and documentation in the State of New South Wales.CLCs are referenced by the Conditional Purchase number to which they correspond. Microfilm image references share with the numbered sequence allocated to the CLC's corresponding Crown Tenure, which takes the form of the year of issue and the number issued to it in that year, e.g. the first CLC lodged in 1970 would be formatted as 1970_0001. The original physical format of a Crown Land Consolidated Transfer was paper. CLCs were initially printed on re-appropriated Transfer of Lease or Occupational License forms, but a pro-forma was later designed specifically for this activity. From 1973 CLCs became itemised in catalogues, rather than individually printed, and transfers were noted on the original title deeds. From 1971 these records began to be converted to 16mm microfilm and were subsequently destroyed (DR 851) after a period of retention. Various improvements for the retrieval and management of microfilm images were implemented over time as reflected in the use of Blip film i.e. the use of markers at the beginning and end of dealing microfilm image and the use of a system that could locate dealings microfilmed in random order.The use of microfilm to store images of CLCs ceased in 1997 with the introduction of the process of digital imaging of these records. In 2009 LPI commenced a project to digitise all of its 16mm microfilm record collection, and CLCs are a part of what is internally referred to as the miscellaneous series.
