Description This dataset provides a complete Tier-1 empirical deployment of the Operator Closure Constraint (OCC) framework, analyzing building permit issuance in the City of Vancouver, British Columbia from 2018 to 2025. Purpose: To demonstrate that the OCC framework correctly identifies a sustainable administrative regime—one where durable closures keep pace with arrivals (DCR ≥ 1) and unresolved stock declines over time. Domain: Building permit issuance by the City of Vancouver. Each permit application constitutes a case unit; arrival occurs at permit number creation, closure occurs at permit issuance.
