This research presents a Responsible AI (RAI)-driven framework for flood disaster management aimed at improving ethical resource allocation and resilient humanitarian supply chains during flood emergencies. The proposed RAI Flood Disaster Command Center integrates Hybrid Deep Flood Intelligence (HDFI) and Multi-Agent Resource Optimization (MARO) algorithms to support real-time flood prediction, vulnerability assessment, evacuation planning, and emergency logistics coordination. By utilizing environmental, geographical, and socio-economic data, the framework enables transparent, fair, and adaptive disaster response. Experimental case studies from Kerala, Himachal Pradesh, and Uttarakhand demonstrate the framework’s effectiveness in identifying high-risk flood zones, optimizing resource distribution, and enhancing disaster resilience and humanitarian decision-making.
