The terms of reference for the Accident Compensation Inquiry were established by the Attorney General, the Honourable F. J. Walker, Q.C., MP on 12 November 1981. Its purpose was to inquire into, report on and make recommendations concerning the extent to which compensation should be payable in respect of death or personal injury. The Inquiry was to consider: (1) whether 'no-fault compensation' should be payable in respect of death or personal injury suffered by any person through the use of a motor vehicle or other means of transport. (2) whether 'no-fault compensation' should be payable in respect of death or injury suffered by any person in circumstances other than the use of a motor vehicle or other means of transport. (3) whether a 'no-fault compensation' scheme or schemes should be introduced in New South Wales and, if so, to consider further the nature and scope of any such scheme. (4) whether any 'no-fault compensation' scheme should be in substitution for all or any rights to compensation under existing law. (5) whether the principles and practices relating to compensation for death or personal injury under workers' compensation legislation, other legislation, the tort or common law system should be modified and, if so, in what way.This series comprises two types of submissions which were received by the Commission. The first group of submissions were received prior to release of Working Paper 1. This group is composed of numbered submissions received by the Commission in response to the publishing of Issue Paper "Accident Compensation" (I.P.2, 1982). The submissions have an "S" prefix and are numbered S1-94. Included with these submissions are a typed numerical list of submissions (in number order, with name/organisation) and a typed subject index. The list and index are at the front of box 12/12803. The second group of submissions were received by the Commission after the publication of the Working Paper "A Transport Accidents Scheme for New South Wales" (W.P. 22, 1983). These submissions have a "W" prefix and are numbered W1-92. Included with these submissions are a typed numerical list of submissions (in number order, with name/organisation) and two typed alphabetical lists of submissions (name/organisation in alphabetical order, with number). The lists are in box 12/12805. Some files or part files have been removed from this series and placed in the series NRS 9497Internal correspondence files 1981-1984 [12/12812] (in file I.12 "Confidential matters - submissions"). They are files S3, S4, S11, S33, S82, S88, W61 and W90. Both groups of submissions represent a wide cross-section of the community, including the insurance industry; workers' and employers' organisations; safety and rehabilitation groups; the medical and legal profession; women's groups; migrant associations; the welfare sector and interested individuals.
