Governance frozen artifact set (v2) — Pre-specified gates, claim ceilings, and auditable branch closure

Frozen artifact set (governance layer) for the manuscript Governance-Constrained Computational Screening: Pre-Specified Gates, Claim Ceilings, and Auditable Branch Closure. 28 SHA256-verified files: decision sheets, receipt trails, verdict templates, claim-ceiling rules, regression verifier, KG/training-pool metadata, and the master outcomes record, enumerated in FREEZE_MANIFEST.json. Version 2 (2026-06-09) — Gate-1 canonical-rule correction. Node 3 (Quercetin × IKKβ) is reclassified ALL_PASS → RMSD_BORDERLINE under the canonical ≥3/N rule; an RMSD_BORDERLINE verdict template and an oracle consistency check (verify_outcome_consistency.py) were added. No raw MM-GBSA value, trajectory, or ΔG was changed. See CORRECTION_RECORD_GATE1.md.
