PUBLIC-PRIVATE PARTNERSHIP MECHANISMS TO IMPROVE EDUCATION QUALITY

This article analyzes the theoretical foundations, practical experience, and effectiveness of implementing Public–Private Partnership (PPP) mechanisms in the education system of Uzbekistan. The study was conducted during 2021–2025 and covered the activities of 48 educational institutions across 6 regions. Using observation, survey, and statistical analysis methods, the effectiveness of PPP models, including concession agreements, service contracts, and joint ventures, was evaluated. The results indicate that in institutions applying PPP mechanisms, students’ academic performance increased by 15.1%, while graduate employment rose by 19 percentage points. Significant positive changes were also observed in the areas of teacher professional development and modernization of the material and technical base. The study concludes with specific policy recommendations for the broader implementation of PPP mechanisms in the education sector.
