昭和4年12月より、資源調査法に基づく調査として定められた。当初は甲種港湾100港、乙種港湾167港が対象だった。乙種港湾に対しては、「入港船舶」「乗降船客」「移出入貨物」についてのみ調査を行ったが、甲種港湾については、「港湾状況報告」に当たる港湾の設備や港則についても調査を行った。
昭和16年9月に内務省土木局が内務省国土局となり、昭和18年11月に内務省国土局港湾課の業務は運輸通信省港湾局が引き継ぎ、昭和20年5月に運輸通信省から通信院が分離し運輸省となった後、昭和21年2月には港湾局が海運総局に組み込まれ海運総局港湾局となった。
なお、昭和19年に資源調査令の効力が中止され、その後調査は行われず、後年に地方庁から報告を集め、昭和17~22年分の報告書が発行された。
The survey, based on the Resource Survey Method, was established from December 1949. Initially, 100 Type A harbors and 167 Type B harbors were targeted. For Type B harbors, the survey was conducted only on 'incoming ships', 'passengers on and off ships', and 'imported and exported goods'. For Type A harbors, the survey also included facilities and harbor regulations, which corresponded to the 'Harbor Situation Report'. In September 1945, the Civil Engineering Bureau of the Ministry of Home Affairs was renamed to the Ministry of Home Affairs Land Bureau. In November 1949, the Harbor Department of the Ministry of Home Affairs was transferred to the Ministry of Transport and Communications Harbor Bureau. After the Ministry of Transport and Communications was separated from the Communication Institute in May 1955 to become the Ministry of Transport, in February 1956, the Harbor Bureau was integrated into the General Transport Bureau, becoming the General Transport Bureau Harbor Bureau. Moreover, the effectiveness of the Resource Survey Ordinance was suspended in 1944, and no surveys were conducted thereafter. Subsequently, reports were collected from local administrative offices, and the reports for the years 1946 to 1951 were published.
