The present invention provides a pitch-based hybrid carbon fiber paper having improved electrical and thermal properties and a carbon heating element using the same， which includes pitch-based carbon fibers and plated PAN-based short carbon fibers. The present invention provides a hybrid carbon fiber comprising 70 to 90% by weight of carbon fiber and 10 to 30% by weight of metal plated carbon short fiber.
