Combined with the regulations of weather station siting and the high mobility and flexibility of portable weather stations, an MMSCRP-TC model is proposed in response to the time-varying characteristics of rainfall in urban areas and the demand for refined monitoring. The continuous monitoring time period is divided into several subperiods, and portable weather stations are added and relocated according to the changing monitoring demands. The model aims to maximize the coverage benefits (weighted by rainfall values) as its first objective and to minimize the total travel costs incurred in the relocation as its second objective. In addition, the parameter effective monitoring time is included in the model to ensure the quality and accuracy of data. The applicability of the model is verified by taking a rainfall event in Wuhan as an example. The results show the model can effectively provide appropriate locations and the movement paths of portable weather stations during repositioning, responding to rainfall monitoring demands with drastic spatial–temporal variations in a more flexible and timely manner.

结合气象站选址规范与便携式气象站的高机动性与灵活性,针对城区降雨的时变特性与精细化监测需求,本文提出MMSCRP-TC模型。将连续监测时段划分为若干子时段,并依据动态变化的监测需求增设、搬迁便携式气象站。该模型以最大化覆盖效益(以降雨值加权)为第一优化目标,以最小化搬迁过程产生的总出行成本为第二优化目标。此外,模型纳入有效监测时长参数,以保障监测数据的质量与准确性。以武汉某次降雨事件为案例,验证了该模型的适用性。结果表明,该模型可有效给出便携式气象站重新部署时的最优布设点位与移动路径,能够更灵活、及时地响应时空剧变的降雨监测需求。
