This study presents a comprehensive review and analysis of 108 policies and measures implemented across Europe to address energy poverty in the private rented sector. The analysis provides comprehensive policy mapping by examining various policy dimensions (e.g. spatial and temporal extent, recruitment and delivery mechanisms). Further analysis is conducted by employing a framework to evaluate policies across the tenets of energy justice. Findings reveal that policies inadequately target the Private Rented Sector, often overlooking its complex structure and barriers, while engagement with tenants and landlords is limited. Significant inefficiencies in terms of energy justice are also identified, as policies primarily focus on providing resources while inadequately addressing procedural and recognitional dimensions. Overall, this study underscores key challenges and trends while highlighting effective practices that can serve as valuable guidance for policymakers and future researchers in advancing the deployment of energy efficiency policies within the private rented sector across Europe.
