The RTA is proposing the upgrade of a 2.5 km section of the Great Western Highway between Willow Park Avenue, Leura and Bowling Green Avenue, Katoomba to four lane divided carriageway. This proposal includes a cut and cover tunnel at Leura Hill to separate north-south local traffic travelling on Leura Mall, and east-west through-traffic travelling along the Great Western Highway.
