These plans accompanied proposals, submitted to the Premier's Department, for the design and construction of the Sydney Entertainment Centre at the Haymarket. These proposals were unsuccessful. Submissions were prepared by the following companies: Concrete Constructions Ltd, Costain Australia Ltd, Civil and Civic Pty Ltd, John Holland Group, Leighton Project Construction Management, and Michael Edgely International Pty Ltd.
