Record v53 — the Phase-13 data layer: GFZ Kp + WDC Kyoto Dst, validated, and the pinned event streams (P-13.0). A sealed, append-only results record of the Feno program (repository arm: Fenocosm). Phase 13 opens a second forecast domain beside the flare line (records v25/v26/v36/v44, the Phase-12 arc), under the same sealed-record discipline: geomagnetic activity read through GFZ Potsdam's 3-hourly Kp index (1932 →) and WDC Kyoto's hourly Dst index (1957 →). This record is Stage 0 — the data layer. It seals no model. It fetches both feeds at run time (never committed; data/geomag/ is git-ignored), pins their endpoints, licenses, terms and checksums, validates every product, decides and pins the arc's two event streams with the rationale, and seals the descriptive statistics P-13.1 cites as its calibration landmarks. The one committed data product of the arc is written here: kp_storm_counts.csv, the derived daily storm-interval count series under the Kp feed's CC BY 4.0, the arc's offline anchor (the v44-trace idiom — P-13.2/P-13.3 and any consumer read one committed series; CI needs no network). Registered as PROMPTS-NEXT P-13.0 and pushed before the run; every pre-registered bearing is evaluated below and no kill clause fired. What is sealed, in one paragraph. The definitive Kp record covers 34,577 UT days (1932-01-01 → 2026-08-31, the last definitive day at the fetch) — 276,616 three-hour intervals with zero gaps, every value on the thirds scale, the service's meta.license field reading CC BY 4.0 (asserted), the flat-file product reproducing the JSON on every definitive interval and Bartels' ap ↔ Kp table holding on every interval. The Dst record covers 25,414 days (1957-01-01 → 2026-07-31; 609,936 hours, none missing, no sentinel) — final through 2020-12 and provisional from 2021-01-01, the real-time product excluded — with every one of the 197,952 hours that also appear in a per-month WDC file identical to the service's. The primary stream, the daily count of intervals at Kp ≥ 5−, has 19,157 storm intervals (6.93 % of all), a mean of 0.554 per day and P(storm day) = 0.215, with a storm-day autocorrelation of 0.378 at lag 1, 0.068 at lag 7 and 0.193 at lag 27 — the 27-day recurrence the arc's mandatory baseline is built on. The pinned onset rule gives 1,428 Dst storm onsets (20.4 per year; 37 in 1960, 1 in 2009), and the record's deepest hour is the published −589 nT of 1989-03-14T01Z (the landmark check). The GFZ definitive series is append-only (a later re-fetch with status=def returns ≥ the intervals frozen here, the first 276,616 identical); the WDC final/provisional products are re-cut by the WDC when a provisional month becomes final, so a later re-fetch may revise 2021 → values — the sealed SHA-256s say which cut this record read. Runtime: the fetch ~8 min (271 monthly GETs at 0.2 s spacing; the two bulk pulls take seconds); the seal ~1 min. Deposit note. All seven Feno-program repositories are private and remain private, so this deposit is standalone: it carries its own reproduction materials, its metadata contains no repository link, and sibling work is referenced by DOI rather than by repository path.
