Bypassed Environmental Impact Assessment: quantitative and qualitative evidence of biodiversity loss in French land‑use projects

This repository contains the R analysis pipeline supporting the article Bypassed Environmental Impact Assessment: quantitative and qualitative evidence of biodiversity loss in French land-use projects (submitted to Environmental Impact Assessment Review). The code reconstructs, for mainland France over 2022 and 2023, the population of planning permits (permis d'aménager) that consume natural or semi-natural land, classifies each permit against the area-based EIA screening thresholds, and compares the resulting volumes with the opinions issued by the French environmental authorities. It also produces the figures and tables reported in the paper.
