Dataset includes 12.832 decisions of appointment to the top positions in the Turkish bureaucracy between 2002-2018. The data has been collected by the authors from Official Gazette (Resmi Gazete), and thereby can easily be verified via accessing the following website: https://www.resmigazete.gov.tr/ <br> The variables in the dataset are as follows: "name" refers to the appointee’s name and surname. "old_title" refers to the title of incumbent bureaucrat, who is subjected to the decision of appointment. "new_title" refers to the new title of bureaucrat, who is subjected to the decision of appointment. "app_or_dis" refers to the main target of the decision of appointment. While “dismissal" refers to the end of the duty of incumbent bureaucrat, “appoint” authorizes a bureaucrat with a new title and duty. "date" refers to he date of the decision of appointment in specified format. "month-year" refers to the date of the decision of appointment in specified format. "year" refers to the year of the decision of appointment. "ministry" refers to the ministry of dismissed or appointed bureaucrat. "government" refers to the number of the government in the office. "prime_minister" refers to prime minister in the office. "minister" refers to the appointing minister. "turnover_all" refers to the “comprehensive turnover” as explained in the article. "pb" refers to the “power bloc alternation” as explained in the article. "pm" refers to the “prime ministerial alternation” as explained in the article. "mns_period" refers to the periods of ministers. "mns" refers to the “ministerial alternation” as explained in the article. "turnover_mns" refers to the “ministerial turnover” as explained in the article.
