Building a Moon Base with Water

Summary We propose a lunar base design that uses water as its primary material for nearly everything: the walls, the power system, the fuel, and the radiation shield. Instead of shipping heavy construction materials from Earth, we use ice already on the Moon and shape it with light, heat, magnetic fields, and plasma. The mission begins before anything launches. Earth-based telescopes and orbital surveys identify the largest, cleanest ice deposits at the lunar poles. We pick our landing site based on data, not guesswork. Then Starship delivers the initial power systems and equipment needed to bootstrap the operation. We do not rely on solar power alone to start. We bring energy with us.
