The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS shoulders event polyline feature class represents the physical and functional characteristics of roadway shoulders, including surface type and width for both the left and right sides of the roadway. Shoulder data provides important context for roadway cross-section design, vehicle recovery areas, maintenance needs, and overall safety performance. Data are collected from field inventories, roadway design plans, and pavement management systems to ensure consistency with HPMS reporting requirements. The dataset is reviewed and updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA). This layer is an export from Roads and Highways that represents only the active records within the LRS. These are current “working” records.
