This series was created by the Cabinet Office to record the receipt and handling of Cabinet submissions received between April 1982 and October 1986. For further details pertaining to these submissions refer to the series description for VPRS 11944. Although this series was created solely in the period the government was led by John Cain, the series title attributed the series to the government led by Cain and his successor as Premier, Joan Kirner. This was done to facilitate the identification of all cabinet series created by this government. This series does not record details pertaining to Cabinet Committee submissions or submissions pertaining to appointments considered by the full Cabinet for this period as these were recorded in other registers. Refer to VPRS 11937, VPRS 11938, VPRS 11939, VPRS 11940, VPRS 11941 and VPRS 11942 for Committee submissions and VPRS 11946 for Appointment submissions. The first item in the series, for the period April 1982 to September 1983, comprises loose pages maintained within a manilla folder. Initial entries recorded date of receipt of the submission, meeting number when the submission was considered, submission number and the subject of the submission. From the start of 1983 entries also included when the submission was lodged with the Parliamentary Secretary of Cabinet and returned to the Cabinet Office, follow up action and an indication of whether the submission was accepted or rejected by Cabinet. The remaining items, from September 1983 onwards, comprise A3 pages stapled lengthwise with cardboard covers. Entries record essentially the same detail as the 1983 entries in the first item although several fields were in time not completed. Each of the resultant stapled registers appeared to have been numbered from 1 to 4. However,a register spanning submission numbers 1504-2070 (period 3 March 1985 - by 3 February 1986) was not transferred and is assumed to have been lost. According to a note on the final page, the use of these registers was discontinued on 15 October 1986 when the Cabinet Office introduced a computerised numbering system. For subsequent series see VPRS 11954. Detail, presumably from these registers, were transcribed into the new computerised system.
