Large-scale public complaint platforms provide timely signals of environmental risk concerns and governance responses. We release a reproducible dataset and end-to-end processing pipeline that quantify pollution-related public expression and government replies using the People’s Daily Message Board for Leaders (MBFL), covering 2011-01-01 to 2023-12-22. The release provides a city-year panel with 3,720 rows and 13 variables and a city-month panel with 28,665 rows and 13 variables, together with provincial and national panels under matching definitions.
