This series consists of the indexes, Terms of Reference List of Topics, exhibits, submissions, correspondence and miscellaneous working papers of the Board of Inquiry into the Operation of the Liquor Control Act 1968.The Board was appointed in October 1976 in order to inquire into the present day needs, requirements and interests of the public with regard to the sale, supply and consumption of liquor, the interests of the suppliers of liquor, and the experience of all concerned parties with regard to the working of the Liquor Control Act 1968 (No.7695) in particular S.3 of this Act.The Board initiated the Inquiry by placing advertisements in the major Victorian newspapers stating the terms of reference and calling for submissions from all interested parties. While this first stage of gathering information proceeded all general correspondence was filed under a "C" prefix and listed chronologically by date of receipt. Official submissions, when received were listed chronologically and given an "S" prefix. The file index included in this series (Unit one) controls this initial arrangement. Files are listed alphabetically by title/subject and the file number and file movement are recorded. However this index has no control over the final arrangement of the exhibits and submissions as they appear in the series.The final arrangement of the exhibits and submissions appears to reflect the timetable of proceedings topic by topic.Exhibits are listed in a numerical sequence, however not all those listed in the Board's index are extant, as they were either returned to the respective owners or to a library.Submissions which were used in the hearing were given an alpha-numeric registration, once again sequential by date of reference in the hearing.The series also contains a List of Witnesses (in Unit one) which is arranged alphabetically by the witnesses' names. It can be used to locate their appearance in the hearing as the transcript page number reference is given. Copies of the actual transcripts however are not held at PROV, as of November 2011.The series also contains submissions and evidence received and collected in the course of the inquiry but not actually referred to during the hearing. These files are arranged under the initial system, correspondence being given a "C" prefix and numbered sequentially, submissions having an "S" prefix and accounts an "A" prefix.Administrative papers and correspondence relating to this Inquiry can be located in VPRS 7703 Departmental Correspondence Files Relating to Liquor Control (Annual Single Number).The Report of the Board of Inquiry was published in the Victorian Parliamentary Papers in April 1978.
