The permitted scale values are `1`, `1.5`, `2`, `2.5`, and `3`; the operational definitions and decision-rule anchors are provided in `coding_protocol.md`. ## Reproducibility notes This deposit makes available the frozen institution-level coding scores and the underlying quote-anchored documentary evidence. It supports inspection of the reported coding matrix and its formal-reward evidence. It does **not** include code to recalculate the manuscript's summary statistics. The coding matrix is transcribed from Table 4.1. The formal-reward evidence is derived from publicly available institutional promotion and tenure bylaws, grant-evaluation guidelines, and funder policy documents; source references are retained in Supplementary Tables S1 and S2. ## License CC BY 4.0.
