This replication package accompanies the manuscript "Estimating Cross-Border Article-Processing-Charge Exposure Under Data Scarcity: A Transparent Scenario Framework for Iraq". It contains the Python script (apc_model.py) and generated outputs (JSON, CSV, and Figures) that reproduce the Monte Carlo scenario calculations. The results reflect the updated discount rate (r=0.043) and align with the published manuscript (PV10 = 197.0 million USD; AF = 7.99). Important limitation: The package reproduces conditional scenario calculations; it does not claim that actual Iraqi APC expenditure has been measured.
