This appendix explains the coding decisions that helped determine which countries qualify as proliferators (aspiring nuclear weapon states, aspiring hedgers, hedgers, and nuclear weapon states), and suppliers (of reactors and Enrichment and Reprocessing – ENR - facilities) from 1939 until 2014. These data help elucidate why more states have not acquired nuclear weapons.
