This record archives SGUFT G-closure layer V19 (WREG1), an adjudicable (PASS/FAIL) evidence package that promotes the window-function framework and continuous-spectrum regularization into audited, quantitative outputs. WREG1 operationalizes the window-function/frame conditions and the regularization-limit discipline by producing: (i) convergence curves across truncation levels, (ii) an explicit computable upper-bound proxy for the truncation/regularization error E(N,α), and (iii) a unified adjudication policy that jointly reports unregularized divergence classification and regularized controlled-convergence results. Adjudication depends only on declared outputs plus audit/manifest under frozen thresholds (eps = 2e-3). Numerical robustness is stress-tested using a frozen 2×4 regularization/cutoff matrix (HK/LP regularizer families × four cutoff levels). Adapter-level verdicts are aggregated to a run-level verdict using the standard ≥2/3 adapters PASS rule. Explanatory notes and any external comparisons, if present, are excluded from adjudication.
