This document establishes the Infrastructure Sciences of Development as a two‑layer scientific framework. It consists of three architectural foundations (PreArchitecture, Development Infrastructure, Systemic Stability) and one functional regulation discipline (PREA – Functional Regulation Architecture). The architectural foundations define the structural and stabilising conditions under which systems can process development. PREA complements these foundations by providing the functional logic of perception, structural organisation, deviation processing, developmental capacity (F5), and the regulation between stabilisation and transformation. Together, these components form a closed, neutral and globally scalable scientific framework that enables precise, context‑independent descriptions of systemic development across domains and scales.
