Replication artifact for the manuscript 'Declining Fraud Clearance in South Korea: Within-Agency Output Scaling and a System-Level Shortfall, 2015-2024' (submitted to Police Practice and Research, Taylor & Francis). Contains the raw KOSIS extract, the processed agency-year panel (18 regional police agencies, fraud, 2015-2024; N=174), all analysis scripts, output tables, and figures. The deterministic pipeline reproduces every reported number, table, and figure end to end (fixed seeds; no GPU). Includes the pre-registration of the revision analyses and their results (pre-registered TOST equivalence test, Spec C linear combination, identifying-variation diagnostic, SQ3 baseline-overlap robustness).
