2017–2022 Digital Government and Business Environment Dataset

This dataset focuses on the impact of digital government development on the business environment and covers a sample of 284 prefecture-level cities in China from 2017 to 2022. Data on digital government were compiled using Python to scrape local government procurement contract data from the China Government Procurement Website for 2017–2022, and the level of digital government development is measured by the share of procurement expenditure on digitalization projects in local fiscal budget expenditure. The business environment is measured using the business environment index from the China Urban Business Environment Database 2024. Other variables are mainly drawn from the Peking University Digital Financial Inclusion Index of China, the China City Statistical Yearbook, and other sources. A small number of missing values were filled using interpolation to ensure the accuracy and completeness of the dataset.
