特种设备数字基层治理应用数据

针对特种设备的相关基础信息如：设备类型、制造单位、检验信息、出厂时间等，结合物联设备的数据采集以及线下人员针对企业的制度类及设备类隐患的现场排查；运用以上数据对企业进行多维度风险评级，针对高风险企业或设备进行风险预警提醒。本次使用的数据为电梯及场厂内机动车数据为例。通过对设备的物联数据及线下人员采集的现场隐患问题对企业开展风险等级评定，一是物联数据及预警数据采集；二是排查隐患问题数据采集，运用DB33/T2126-2022特种设备使用安全管理分类评价规范对企业进行分级评定；三是监管部门监察指令单及行政处罚信息，针对这些信息从三个纬度进行风险指数评定，对风险指数高的单位及设备进行预警。

This dataset focuses on basic information of special equipment, including equipment type, manufacturing entity, inspection records, ex-factory date and other relevant details. It combines data collected by IoT-enabled devices and on-site inspections of hidden hazards (both management system-related and equipment-related) for enterprises conducted by on-site personnel. The collected data is used to perform multi-dimensional risk rating for enterprises, and risk early warning alerts are issued for high-risk enterprises or equipment.

This dataset takes elevators and intra-factory special motor vehicles as the exemplary cases. The enterprise risk rating is developed based on three categories of data sources:
1. Collection of IoT data and early warning data;
2. Collection of hidden hazard inspection data, with enterprise classification and rating conducted in accordance with DB33/T2126-2022 Specification for Classification and Evaluation of Safety Management of Special Equipment Usage;
3. Collection of supervision instruction documents and administrative penalty information from regulatory authorities.

Risk index assessment is carried out from three dimensions based on the above information, and early warnings are issued for enterprises and equipment with high risk indexes.
