For these layers, blocks are considered contiguous parcels using Philadelphia Water Department's parcel dataset. Properties likely to be vacant are measured using the composite vacancy rank from the Vacant Property Indicators Model. There are two related output GIS layers of the model: Vacant Property Indicators by Block - Building and Vacant Property Indicators by Block - Combined.
