With the migration of the Anglo population into New Orleans in the early 19th century, a culture clash between the Americans and Catholic Creole population began to grow. The power dynamics between the two groups in part shaped the city, as Americans clustered in the Western part of New Orleans, and the native Creoles clung to the French Quarter. The Third Municipality, which would partly become the Lower Ninth Ward, was the area of the city that was reserved for working class immigrants and the poor African American population.
