This dataset contains the System Dynamics (SD) model parameters and simulation outputs underlying the study "Orchestrating Technology Under Institutional Fragmentation: A System Dynamics Analysis of Airspace Economic Sovereignty in a Developing Archipelagic State" (submitted to Technology in Society, Elsevier). The study develops a 36-variable SD model, structured as six core stocks (D1: detection/surveillance capability; D2: data interoperability maturity; B1: institutional fragmentation; B2: governance clarity; C6: operational readiness; CRI: critical-infrastructure resilience) plus auxiliary variables, to examine how institutional fragmentation, technological capability, and data interoperability jointly determine whether national airspace governance reform in a developing archipelagic state (Indonesia) translates into captured economic value. Three policy scenarios are simulated over a 10-year horizon (2026–2035): S0 (Status Quo), S1 (Moderate Reform), and S2 (Integrated Reform), distinguished by seven scenario parameters (Table 1 in the associated article). This deposit includes: (1) the full stock-flow equations, initial values, and scenario parameter values (SFD_parameters.xlsx); and (2) the complete simulated time series for all model variables under each scenario, at 0.0625-year resolution across the 10-year horizon (simulation_output_S0S1S2.xlsx). Interview data underlying the qualitative phase of the study are not included in this deposit; see the associated article's data availability statement for details.
