Transfer of agricultural authority to the municipalities, 1996

The purpose of the project was to examine the effect of the transfer of agricultural administration at municipal level to the municipalities. The project was carried out based on an agreement between the Ministry of Agriculture and KS that after transfer the reform should be assessed. The evaluation was a collaborative project between Vestlandsforskning and Lillehammer University College, consisting of a questionnaire part and an interview part. Data in the dataset is taken from the questionnaire section, which was carried out among department heads in 435 municipalities. Information was collected on the resources and competence of the person who filled in the form, the municipality's agricultural and forestry departements, tasks, partners, municipal organization and management, working methods and task solving, and the relationship with state management and state consultancy. The in-depth interviews are not intended for use by others. The main findings were that the implementation of the reforms took place in line with the intention: To retain agricultural administration at this level, but integrated into other municipal activities.
