大华国土耕地智能监管解决方案以国土资源执法监管为应用核心,融合视频监控、人工智能检测识别、无人机航测、地理信息系统、互联网+等高新技术,建立违法用地监管执法系统,实时掌握辖区范围内土地使用情况,通过智能检测预警实时对耕地违规事件做到自动预警,做到实时发现、及时处理,推动国土资源监察执法工作由过去“人防”变为“技防+人防”,提高违法用地占地的监察执法工作效率,牢牢守住耕地保护红线。 方案主要由监控指挥中心系统、智能监控系统、太阳能供电系统构成,其中监控指挥中心系统建设在自然资源局,由综合监控平台、存储系统、智能运维和大屏显示系统组成;智能监控系统建设分布在各个现场,通过运营商网络,实现各类国土耕地资源的有效覆盖,对接省市自然资源“一张图”进行业务实战化应用。 智能监控系统主要包括耕地监测、巡查执法。 耕地监测从提高国土耕地违法行为智能监测的效果的角度出发,采用低功耗高清监测摄像机远距离对工程机械等进行监测识别,对违法行为事发位置进行准确定位,通过摄像机和传输链路将视频图像和控制信号传输到指挥中心进行监视、存储和管理。 巡查执法采用无人机监测巡查与人工监测巡查相结合的方式,实现巡查工作的工作效率,其中无人机在国土耕地保护应用中主要以日常巡护、违规事件现场侦查和定位为主,人工监测巡查集日常巡查管理、异常信息推送接收处置、音视频数据采集及远程音视频对讲于一体,通过远程音视频对讲对巡护员进行远程指导,对于非法活动现场或者其它重要情况还可以视频或图片方式进行记录并实时上传到指挥中心。 太阳能供电系统主要包括太阳能电池板、控制器、蓄电池、辅材以及其他负载产品,考虑到系统建设成本,主要用在一些偏远耕地农田,市电未覆盖或供电困难、日照条件允许的地方的供电问题。
Dahua Smart Supervision Solution for Land and Cultivated Land takes law enforcement and supervision of land and resources as its core application scenario. It integrates high-tech technologies including video surveillance, artificial intelligence (AI) detection and recognition, unmanned aerial vehicle (UAV) aerial survey, geographic information system (GIS), and "Internet Plus" to establish a supervision and law enforcement system for illegal land use. The system enables real-time grasp of land use status within the jurisdiction. Through intelligent detection and early warning, it can automatically issue real-time alerts for cultivated land violation incidents, achieving real-time discovery and timely handling. This promotes the transformation of land and resources supervision and law enforcement work from the traditional "manual supervision" model to a "technical supervision + manual supervision" model, improving the efficiency of supervision and law enforcement for illegal land occupation and firmly safeguarding the red line of cultivated land protection.
The solution is mainly composed of three subsystems: the monitoring and command center system, the intelligent monitoring system, and the solar power supply system. The monitoring and command center system is deployed at the Natural Resources Bureau, and consists of a comprehensive monitoring platform, storage system, intelligent operation and maintenance module, and large-screen display system. The intelligent monitoring system is distributed at various on-site locations, realizing effective coverage of various land and cultivated land resources via operator networks, and connects to the provincial and municipal natural resources "One Map" platform for practical business applications.
The intelligent monitoring system mainly includes two modules: cultivated land monitoring and patrol law enforcement. For cultivated land monitoring, starting from improving the effectiveness of intelligent monitoring of land and cultivated land violations, low-power high-definition monitoring cameras are used to conduct long-distance monitoring and recognition of engineering machinery and other targets, accurately locating the occurrence sites of violations. Video images and control signals are transmitted to the command center through cameras and transmission links for monitoring, storage and management.
For patrol law enforcement, a combination of UAV-based monitoring patrols and manual monitoring patrols is adopted to enhance the efficiency of patrol work. UAVs in land and cultivated land protection applications are mainly used for daily patrols, on-site investigation and positioning of violation incidents. Manual monitoring patrols integrate daily patrol management, abnormal information push, reception and disposal, audio and video data collection, and remote audio and video intercom. It provides remote guidance to patrol personnel via remote audio and video intercom, and can record illegal activity scenes or other critical situations through video or images, which are then uploaded to the command center in real time.
The solar power supply system mainly includes solar panels, controllers, batteries, auxiliary materials, and other load products. Considering system construction costs, it is mainly applied to power supply in remote cultivated land areas where mains power is unavailable or power supply is difficult, and where solar radiation conditions are favorable.
