The Sovereign Veto and Coherence Theory: The Philosophical and Mathematical Logic of the MF Model

While previous technical discussions focused on the structural mechanisms of the “Human Veto,” I independently developed the Theory of Coherence to address the existential necessity of preventing the “structural exclusion of the human” (F). This theory introduces a dynamic equilibrium between human empathy and artificial intelligence. This paper presents the concept of Sovereign Veto and the Fundamental Theory of Coherence as essential requirements in the engineering of complex artificial intelligence systems and healthcare systems. While the mathematical framework of the Human Veto was developed through fractal theory by Mark D. Morgan, this work documents the original “sovereign logic” and the “coherence equations” (M_{\theta}) that I formulated to ensure system stability. I argue that the veto is not merely a technical function but an “ethical certification.” Furthermore, I introduce the Coherence Metric—a mathematical ratio between human empathy (F) and machine intelligence (B)—to prevent the structural exclusion of the human element from the recursive decision-making loop.
