Held-out geographic bootstrap-stability of the softmax rule tested across 39 OECD infrastructure systems + Greenland at ~117,000 catchments across three regulatory workflows: Italy ARERA-TIQE/TIQD (47,906 · Tier-1), UK Ofgem RIIO-ED2/ET3 (62,409 · Tier-1), Japan METI/OCCTO regional-monopoly register (7,073 · Tier-2). Rule reproduces mode assignments on held-out sub-national folds at 99.29% Italian · 91.93% UK · 97.84% Japan rule-consistency under intra-national feature-distribution shift; external-validity anchored via four-path cross-consistency envelope, Sobol classifier-differential (S_T R8_adapt = 0.624; differential +0.580 versus R_median; three-country Spearman ρ ≥ 0.643), and Emilia-Romagna illustrative consistency. 4-tier register-access-readiness audit protocol classifies 40 catchment units as generalisable procedural framework.</p> <p><strong>Contents.</strong> Manuscript v32 PDF (34 pages · body 7,964w) + docx + Markdown source (embedded figures); Supplementary S2 Technical Appendix v23; COVER_LETTER_v23 (Pass 10-11 register-patched) for JIS-ASCE; DECLARATIONS_v23; nine regenerated figures at 300 dpi PNG + SVG source; reproducibility payload preserved from v2.0.0 (four-step classifier engine, Phase 1 outputs, step_A/step_B/results_final snapshot JSONs, RESULTS_TABLE.md, SHA-256 file manifest).
