根据《中华人民共和国道路交通安全法》 第十一条：驾驶机动车上道路行驶，应当悬挂机动车号牌，放置检验合格标志、保险标志，并随车携带机动车行驶证。机动车号牌应当按照规定悬挂并保持清晰、完整，不得故意遮挡、污损。任何单位和个人不得收缴、扣留机动车号牌。 汽车上牌，既是为了便于公安机关交通管理部门实施管理，也便于社会公众进行监督。   除各省市的汽车上牌情况外，数据库还对应整理提供了上牌车辆的品牌、型号等车系简述相关的内容。因此，除了能够了解到各地区新车上牌情况，还能有助于增强进行品牌市场分析、消费者购车偏好等方面的了解。

Article 11 of the Road Traffic Safety Law of the People's Republic of China stipulates: When driving a motor vehicle on public roads, the driver shall hang a valid motor vehicle license plate, display the inspection qualification mark and insurance mark, and carry the motor vehicle driving permit onboard. Motor vehicle license plates must be mounted in compliance with relevant regulations, kept legible and intact, and shall not be intentionally obscured or defaced. No entity or individual shall seize or detain a motor vehicle license plate. Registering motor vehicles serves two core purposes: facilitating the management operations of public security traffic administration authorities, and enabling the general public to exercise supervision over traffic-related activities. In addition to the vehicle registration records of all provinces and municipalities across the country, this database also collates and provides supplementary information including the brand, model and brief series descriptions of the registered motor vehicles. Accordingly, in addition to allowing users to gain insights into the new vehicle registration status across different regions, this dataset also facilitates a deeper understanding of brand market analysis, consumer vehicle purchasing preferences and other relevant research areas.
