Genre(s): Technical Report Abstract: This report was produced by the State Health Access Data Assistance Center (SHADAC) at the University of Minnesota as part of a mixed-methods study, Study of the Impact of Implementation of the Affordable Care Act (ACA) in Kentucky, funded by the Foundation for a Healthy Kentucky (Foundation). The study evaluates Kentucky's performance in five domains: coverage, access, cost, quality, and health outcomes. As part of this project, SHADAC uses semi-annual and annual reports to document the impact of the ACA in Kentucky using a set of indicators agreed upon by the Foundation and its ACA Impact Study Oversight Committee. These reports track change in the indicators throughout the duration of this 34-month study (March 2015 through January 2018), and include comparisons of Kentucky metrics with the United States and other states. This report includes data obtained from analysis of federal and state data resources. This report also presents preliminary findings from the Kentucky Health Reform Survey (K-HRS), which was conducted in spring 2016 by SHADAC and the University of Cincinnati's Institute for Policy Research. Future reports will present additional analyses of K-HRS data, including examining K-HRS estimates in comparison to pre- and post-ACA trends from the Kentucky Health Issues Poll (KHIP). Additionally, future reports will present findings from the qualitative components of the study, including focus groups with Medicaid beneficiaries and interviews with key stakeholders in Kentucky.
