Gender Mainstreaming in Counterterrorism Policy: A comparative analysis of norm diffusion, framing, and robustness across multilateral institutions

This thesis by publication examines how gender mainstreaming is framed by, and diffused across, multilateral institutions, and what impact this has on the contestation and robustness of gender norms in counterterrorism policy. Informed by critical frame analysis, content analysis and frequency analysis of 380+ policy documents, and 25 semi-structured interviews conducted with practitioners, this research traces gender mainstreaming from institutional framing through to contestation and norm robustness across the global counterterrorism architecture.
