根据《企业经营异常名录管理办法》，企业未按照规定报送年度报告的；未在责令的期限内公示有关企业信息的；未依照《企业名称登记管理规定》第二十三条规定办理企业名称变更登记的，市场监督管理部门在依法履职过程中通过登记的经营场所或者经营场所无法取得联系的，市场监督管理部门依法作出列入经营异常名录的决定。Pursuant to the Measures for the Administration of the List of Enterprises Included in the Business Anomaly List, where an enterprise falls under any of the following circumstances: failing to submit annual reports as required; failing to disclose relevant enterprise information within the ordered time limit; failing to complete the enterprise name change registration in accordance with Article 23 of the Regulations on the Administration of Enterprise Name Registration; or being unreachable by the market supervision and administration departments through its registered business premises or domicile during the departments' performance of statutory duties, the market supervision and administration departments shall lawfully make a decision to include such enterprise in the business anomaly list.
