Legal and programme source corpus for consent architectures in land-based carbon projects (Philippines, Vietnam, Laos)

Archival deposit of the public legal and programme instruments underpinning a comparative institutional-legal analysis of who can legally refuse a land-based carbon project in the Philippines, Vietnam, and Laos, and when non-consent alters the legal outcome. CONTENTS (102 files, five zipped folders) 01_Philippines — Indigenous Peoples' Rights Act (RA 8371), NCIP free, prior and informed consent guidelines, DENR administrative orders on forest-carbon projects, the Environmental Impact Statement system, and Joint Crediting Mechanism programme rules. 02_Vietnam — Decrees 06/2022, 107/2022, 119/2025, 83/2026, 180/2026 and 29/2026; the Forestry, Environmental Protection, Land, and Grassroots Democracy Laws; and the Article 6.2 implementation agreement with its annexes. 03_Laos — Official Gazette texts, including Forestry Law No. 64/NA, Environmental Protection Law No. 53/NA, Prime-Ministerial Decree No. 292/GO on Carbon Credits, MAF Decision No. 4565 on forest carbon management, EIA Decrees No. 21/PMO and No. 389/GOV, and the climate change and ethnic group affairs decrees. 04_Multilateral — UN Declaration on the Rights of Indigenous Peoples; UNFCCC CMA.6 Article 6 decisions; the Article 6.4 sustainable development tool (v01.0 and v01.1); the Article 6.4 appeal and grievance procedure; the FCPF Carbon Fund methodological framework; and GCF funding proposals FP282 and FP294. 06_Comparators — Desk-probe instruments from Kenya (Climate Change Act, Carbon Markets Regulations, Community Land Act) and Cambodia (Land Law, Environment and Natural Resources Code). CHECKSUMS_sha256.csv lists every file with its size and SHA-256 hash, so the corpus can be verified independently. DELIBERATELY NOT INCLUDED Copyrighted standard-body publications (Verra VCS, CCB and JNR; ART TREES; ICVCM; VCMI; Gold Standard) and third-party press reporting are cited and linked — with live URL, Web Archive snapshot, and access date — in the article's source-archive manifest (Supplementary Data S5) rather than redistributed here. Coding data and reproducibility files (Supplementary Data S1 to S5) are submitted as supplementary material with the journal article, not deposited here. No personal data.
