FORGE is a scenario-coupled catastrophe-operations console for primary insurers and reinsurers. One Monte-Carlo scenario set drives three optimization layers in parallel: a Portfolio MIP (CBC + PuLP), an Operational LP (VRP for adjuster routing), and a claims pre-flagger. A shared Decision Reconciler joins their outputs and flags cross-layer conflicts (for example, dropping non-renewed cohorts from the pre-flag list, netting cession out of VRP demand). The deposit contains the synthetic 10,000-policy book, the multi-peril Monte-Carlo scenario set (hurricane, severe-convective-storm, wildfire, earthquake, winter storm), and the codebase that generates and consumes both. Schema and provenance live in docs/DATASET_CARD.md, per-value calibration sources (HAZUS-MH 5.1, HURDAT2, NOAA Storm Events, TORRO + Brooks 2003, NIFC, Bakun-Wentworth 1997, NWS WSSI) are documented file-by-file in research.md.
